Loss of interest due to delayed release:

It was noticed that there was delay in release of funds by the state finance department. During 2014-16, it took 50 to 100 days for release in 31 cases, 100 to 199 days in 98 cases and 226 to 437 days in 18 cases. Reasons for delay in release of funds were not found on record. Further, it was noticed that due to delay in release of funds by the Finance Department, State Health Society suffered a loss of interest of 2.55 crore during 2014-16. P/11(2015-16)

Undue financial benefit to the contractor

Replacement of the open foundation with the granular piles foundation at the instance of the contractor without fresh survey/testing of the soil in construction of Dharmanagar Girls H/S school led to undue financial benefit to the contractor to the tune of 55.31 lakh. P/90(2013-14)

The Department’s instructions(January 2004) that all the implementing officers should restrict the amount drawn on AC bills to Rs.25000 at a time and submit the relevant DCC bills within 60 days were being widely breached. There were also instances of unnecessary withdrawal of funds, much in excess of sanctioned limit. The information furnished by the Inspectors of Schools showed overall unspent balance of Rs.10.97 crore as of March 2008, indicating that the actual expenditure reported was incorrect and inflated.
